Join the Washington Council for Behavioral Health for a workshop on the Certified Community Behavioral Health Clinic (CCBHC) model. Starting in January 2027, Washington will join the federal CCBHC demonstration, continuing the expansion of statewide implementation of this transformational model. In the first of a two-workshop series, we’ll discuss the service requirements of becoming a CCBHC, the unique prospective payment model that pays for these services, and ways that FQHCs can expect to interact with CCBHCs to coordinate care for individuals utilizing different facets of our safety net health care system.

Joan leads the organization’s strategic vision and partnerships to advance community behavioral health. Previously, she served as nonpartisan staff for the Washington Senate’s Human Services & Corrections Committee. Joan earned a BA from the University of Arizona and a JD, cum laude, from Seattle University School of Law, where she served as Law Review Editor in Chief. Outside work, she enjoys reading, live music, travel, and exploring new restaurants.

Olivia Shangrow

Olivia brings experience in legal advocacy for vulnerable workers and previously worked as a biologist and beekeeper. Olivia earned a BS in Biology from the University of Washington Bothell and a JD from Seattle University School of Law, where she graduated magna cum laude and served as Editor in Chief of the Law Review. Outside of work, she enjoys cooking, bowling, and spending time with her dogs.
