What is a Health Professional Shortage Area?

Health Professional Shortage Area (HPSA) is a federal designation that identifies geographic areas, demographic populations, or facilities that have a shortage of primary care, dental, or mental health care providers. HPSA is important to community health centers because more than 30 federal programs (including the FQHC program) consider HPSA designations as part of their qualifying criteria.

Attend this training to: 

  • Learn about how state and federal loan repayment programs use HPSA scores for funding. 
  • Become familiar with the facility HPSA designation process & why it’s important for your CHC 
  • Learn about the scoring components for Primary Care, Mental Health, and Dental Health HPSA scores for CHCs 
  • Understand the National Shortage Designation Update (NSDU) and impacts to facility HPSA scores 
  • Know how to access the auto-HPSA portal and access your site/organizational information  
  • Understand facility initiated HPSA re-scores and the potential opportunities and limitations

Randall Saylor,

Randall brings over nine years of experience managing Health Professional Shortage Area (HPSA) and Medically Underserved Area/Population (MUA/P) designations for Washington State. Randall’s background includes experience in healthcare and EMS credentialing, complemented by a 20-year military career. He is an alumnus of Saint Martin’s University.

Claire Horton
Primary Care Office Manager, Health Workforce & Primary Care Systems Development 
Washington State Department of Health

Claire also oversees state-funded initiatives focused on health workforce development and improving access to primary care. Before joining the Health Workforce team, Claire worked in Maternal and Child Health and HIV programs. She completed her education at Portland State University and Oregon Health & Science University.
